Donald Trump Did Ukraine Dirty and Won’t Send Patriot Missiles Defenses As Russia Hammers with Missiles and Drones

Zelensky told US senators on Monday that Patriot interceptors Ukraine’s European allies already paid for are ready but still waiting on Pentagon approval. He says the US now sends only about twelve a month, and he has floated a thirty-day pause on strikes against Russian refineries in exchange for more.

Zelenskyy Accuses US Of Delaying Patriot Interceptors – The Patriot air defense missiles are built. They’re paid for. They just aren’t moving.

That’s the heart of what Ukrainian President Volodymyr Zelenskyy told a bipartisan group of US senators on Monday, and it’s the sharpest public charge Kyiv has leveled at Washington in this war.

According to DW, Zelenskyy said flatly that the Pentagon is delaying delivery of Patriot interceptors that Ukraine’s European allies have already financed, with one shipment waiting on nothing more than Secretary of War Pete Hegseth’s signature.

“The missiles are ready, and they could already be in Ukraine,” Zelenskyy said. “But unfortunately, there is still no approval.”

Zelenskyy added more fuel to the fire. Several European countries, he told the senators, are prepared to pull Patriot air-defense interceptors from their stockpiles and ship them to Kyiv. Those transfers are stuck too, waiting on a green light from Washington.

The Authorization Signature Is The Holdup

This isn’t the usual fight over aid for Ukraine. These aren’t American taxpayer-funded missiles. They were bought through PURL, the Prioritized Ukraine Requirements List, a NATO-coordinated mechanism in which allies pay for U.S.-Made weapons destined for Kyiv. Washington gets paid in full. All it has to provide is authorization.

According to a call transcript reported by Axios and summarized by Meduza, Zelenskyy claimed Hegseth deliberately withheld approval for Patriot interceptors and AIM-9X missiles used in Ukraine’s NASAMS launchers. He said Kyiv has almost no American missiles left, and that the pattern points to a political decision to slow support.

That is a serious accusation, but whether it is true or not, the optics bear it out. And this squares with what Zelenskyy told Bloomberg over the weekend. He said the US is now delivering about 12 Patriot interceptors per month, roughly a quarter of the pace under the Biden administration. And Ukraine is paying for them now. Under Biden, they came as aid.

Twelve a month. Against an enemy that often fires more ballistic missiles in one night than that.

Ukrainian Missile Defense Is Running On Empty

The math has been trending badly for months. Last Thursday, CNN reported that Ukraine had run out of Patriot interceptors entirely, with a source saying almost none of the ballistic missiles in the previous strike were knocked down. That attack hit three power plants in Kyiv, killed four people and wounded 25.

Back in August, CNN visited a Ukrainian Patriot battery whose chief engineer said he hadn’t seen the launcher fire in six weeks. No missiles, no shots. By one count, Russia fired roughly 150 Iskander-M ballistic missiles at Kyiv and the surrounding oblast between July 1 and early August. About seven were shot down.

For those keeping score at home, that’s under a 5 percent intercept rate against the exact threat the Patriot exists to stop.

To be fair to the Pentagon, the global Patriot supply is genuinely tight. Lockheed Martin built 620 PAC-3 interceptors in 2025, fewer than two a day, and a seven-year deal aims to push that to 2,000 a year by 2030. The US also burned through roughly half its own Patriot inventory in the war with Iran. Every combatant commander wants more. That’s a real constraint, and it’s hard to dismiss.

However, that argument falls apart when the missiles in question come from European stockpiles. An ally giving up its own interceptors doesn’t touch a single American round.

Is This Leverage?

So why hold them?

Zelenskyy has his answer. In the Bloomberg interview, he said the delays look like pressure meant to push Kyiv toward terms that would amount to capitulation.

He also floated a trade: Ukraine stops hitting Russian diesel and refinery targets, and Washington releases more Patriots to protect Ukrainian power plants. By Monday, that offer had become a proposed 30-day pause.

That is an extraordinary development. A country facing an existential threat is offering to stand down one of its most effective long-range campaigns in exchange for defensive missiles its allies already bought.

The backdrop isn’t helping. DW notes the administration has eased sanctions on Russia, and the president has openly suggested someone else should replace Zelenskyy.

Zelenskyy also added that Ukraine received no US early warning of Russian ballistic strikes three times in the past week, and that access to Starlink and Starshield has been partially throttled. Washington denies changing its intelligence sharing.

“I don’t know where he’s getting these things or why he’s saying these things to the press. You should go back and ask him. There’s been no pause,” Secretary of State Marco Rubio told reporters.

“What he (Zelenskyy) should be focused on, and what we want to be focused on, is bringing an end to this war.

That’s what he should be focused on,” Rubio added.

This isn’t the first time Hegseth’s signature has been the choke point, either.

In July 2025, he paused a shipment that included dozens of Patriot interceptors despite internal Pentagon assessments that the aid wouldn’t hurt US readiness. Within days, Trump promised Kyiv 10 interceptors to smooth it over.

The Trade-Off

Zelenskyy’s public diplomacy airs grievances loudly, and it has cost him in this White House. That’s beside the point.

It is reasonable to argue over whether Ukraine should get more interceptors from American stockpiles, given what the Iran conflict did to US inventories.

However, the real issue is narrower.

Should Washington block allies from sending their own missiles, bought with their own money? The credibility of American arms sales rests on one simple premise.

You pay, we deliver.

When that promise becomes conditional on political concessions, every buyer on the planet takes note, including Warsaw, Taipei, and Riyadh. Our adversaries are watching this closely too.

Zelenskyy was reportedly set to meet top US envoys Steve Witkoff and Jared Kushner today in Oslo. If those talks don’t produce a signature, Russian ballistic missiles will keep doing what they’ve been doing to Ukrainian power plants as winter sets in.
