How Trump’s Ukraine Peace Plan Went Wrong
Earlier this month, Donald Trump seemed to think he was on the brink of brokering the deal that could end Europe’s deadliest war in decades.
His special envoy, real estate developer Steve Witkoff, had just returned from Moscow claiming Vladimir Putin was prepared to make sweeping territorial concessions.
Trump was soon speaking about the “great progress” he claimed to have made and planning for his summit with Putin.
But now, September is on the horizon: without a peace deal.
So what happened?
Witkoff Changes His Tune
U.S. and European officials told Reuters that Witkoff first claimed to U.S. allies on August 7 that Putin was considering withdrawal from Zaporizhzhia and Kherson, if Kyiv were to hand over Donetsk and Luhansk.
European leaders were skeptical, as this did not align with their intelligence on the matter. Witkoff walked back on these bold claims just 24 hours later, and confirmed that Putin had merely suggested more minor concessions.
That Witkoff visited Moscow without the traditional State Department notetaker also added to the confusion. No one was quite sure what Putin had really expressed, allowing both politicians to twist the meeting to their own advantage.
‘Land Swap’ Deal Put On Ice
When Trump and Putin finally met in Alaska a fortnight ago, talk of “land swaps” had all but vanished. Little new ground was broken during the hotly anticipated summit, and over the following days Russia invoked Trump’s public fury by pummeling Ukraine with yet more missile and drone barrages.
Trump has long been a maverick when it comes to his politics, with his diplomacy maneuvers being no exception. His attempt to cultivate warm but strict relationships with the likes of Putin and North Korean dictator Kim Jong Un, have prompted division. Many “Maga” Conservatives think it is a sure road to good deals. In 2018, Trump’s meeting with the Pyongyang leader led to a joint statement agreeing to denuclearize the Korean Peninsula. However, there is also concern that this strategy puts America on the backfoot by offering bloodthirsty dictators good PR.
Volker: Russia ‘Hasn’t Budged’
An erstwhile American envoy to NATO, Kurt Volker, was pessimistic in his remarks, telling Fox News: “We are exactly where we were before Trump took office. Russia hasn’t budged one iota. The war is raging on.”
Even some within Trump’s own circle have grown irate. National Security Adviser Keith Kellogg reportedly bristled at Witkoff’s conflicting accounts, just as Washington was preparing new sanctions to pressure Moscow. Those measures are yet to materialise.
For most European leaders, this episode reinforced old doubts: that Trump might pressure Kyiv into concessions while Putin maneuvers for time ahead of a new offensive. For now, whether a new peace deal is to be considered remains to be seen.
