Ukraine to Open Defense Production Offices in Berlin and Copenhagen
WARSAW, POLAND – On Monday, November 3, Ukrainian President Volodymyr Zelensky told an assembled group of journalists that the country’s military procurement will receive a boost from the opening of defense production offices in Berlin and Copenhagen, which are scheduled to take place by the end of the year. The function of these offices will be to increase Ukraine’s weapons exports, according to Zelensky.
Zelensky told the press that “opening two export capitals” will fund the “domestic production of scarce goods.” Ukraine chose these two particular cities because both Denmark and Germany are co-production partners for the Ukrainian defense industry.
“The first two capitals will be our representatives. These are Berlin and Copenhagen. This will be this year,” Zelensky said. Ukraine will also continue to manufacture its latest and “homegrown” weapon systems, such as the R-360 Neptune, Flamingo, and Ruta missiles.
At the same time, Kyiv will export weapons that it produces but are not in high demand. Earlier in the year, Zelenskiy announced that 40 percent of the weapons used by Ukrainian troops on the front line are of domestic manufacture.
It was recently revealed that the new Ruta cruise missile is equipped with what has been described as “a high-precision guidance system based on Spanish technology.” The system is designed to maintain accuracy even under conditions of signal jamming and spoofing.
According to news reports, UAV Navigation, a subsidiary of the Spanish defense technology firm Grupo Oesía, developed the guidance system integrated on board the Ruta missile. This company is responsible for the design, integration, and testing of the CNG (Compass, Navigation, and Guidance) system used in this missile.
Industrial Cooperation and Expanding Defensive Posture
Ukraine has also indicated that it is prepared to collaborate with the defense industrial corporations of allied nations and assist them in developing more effective battlefield and long-range strike drones. Ukraine is offering a unique perspective that it has in its drone industry by drawing on the extensive wartime and battlefield experience gained in its war with Russia.
In addition to its insights into the design and operation of drones, Ukraine is also offering to assist the allies further in understanding how European nations are increasingly attacked in the hybrid warfare being waged by Russia.
Both Denmark and Germany have pledged closer cooperation with Ukraine and to assist the nation in strengthening its defensive assets. This is particularly so in air defense systems, as Kyiv and other Ukrainian cities are facing increasing numbers of drones and missiles being launched against them on an almost nightly basis.
One of the newer innovations that Ukraine has proposed to participate in, in cooperation with these Western European nations, is the production of inexpensive interceptor drones. These newer, smaller vehicles can take out the attack drones that Russia is using to hit civilian targets.
“This is certainly not a simple story. We believe that by the end of November, 600-800 interceptor drones will be produced per day,” Zelensky said.
Kyiv has developed and increased the use of these interceptor drones to compensate for the shortage of air defense systems in Ukraine, thereby enhancing its defense against Russian attacks. Among other European nations, Germany now recognizes that it must make a significant effort to expand the size of its drone industry significantly.
This needs to happen not only to continue supporting Ukraine, said Economy and Energy Minister Katherina Reiche when she spoke to the German news outlet RND on October 6, but also to bolster the country’s own defensive capabilities.
Drone Incursions
Drones launched by unknown actors and from unknown locations have violated the airspace of NATO member nations on several occasions in recent weeks. These incursions have forced the shutdown of all air traffic at major airports in these same nations.
The “rogue drone sightings” have created chaos at these airports in several European NATO member nations. Those affected include Germany, Denmark, and the Netherlands.
These nations have all launched investigations into these incidents, with suspicion increasing that those committing these incursions are acting on behalf of the Russians, if they themselves are not Russian nationals operating under orders from Moscow.
Several suspected Russian drones were reportedly operating over Kleine Brogel Air Base in Belgium for three consecutive nights, from October 31 to November 2, according to local media reports. Belgian Defense Minister Theo Francken stated that these incidents bore all the hallmarks of an espionage operation.
He did not call out the Russians as being responsible, but he did state that recent Russian violations of European airspace were connected to these incidents.

Does a or ‘the’ arsenal of Democracy need a super vital component called a or ‘the’ leader of Democracy. Is this a tangible role or psychological need of the WEST?
