Summary and Key Points: A Russian attack drone crashed into a 10-story apartment building in Galati, Romania, overnight on May 28–29, injuring two and forcing an evacuation.

-Romania, a NATO and EU member, denounced the strike as a ‘serious escalation’ and asked the alliance for emergency anti-drone help.

-NATO chief Mark Rutte vowed to defend ‘every inch of Allied territory.’

-It was the 47th time Russian drone debris has landed on Romanian soil since 2022, though Article 5 hasn’t been invoked.

The Ukraine War Now Impacts a NATO Front-Line State

On the night of 28-29 May, a Russian one-way attack drone crashed onto the roof of a block of flats in the southeastern Romanian city of Galati, injuring two people.  In an announcement on Friday, the Romanian Defense Ministry said that “During the night of May 28-29, the armed forces of the Russian Federation resumed drone attacks on civilian and infrastructure targets in Ukraine, near the river border with Romania,” read the ministry statement.

“One of these drones entered Romanian airspace, was tracked by radar as far as the southern part of the city of Galati, and crashed onto the roof of an apartment building, with the impact triggering a fire,” the ministry statement continued. Galati is located close to Romania’s borders ‌with Ukraine and Moldova.

The Romanian General Inspectorate for Emergency Situations said that the building the drone struck was a 10-story apartment building, and was sending in teams from ISU, SMURD, and the County Ambulance Service.

Two people sustained what were described as “light injuries.” These were a woman with first-degree burns and a 14-year-old boy who suffered a panic attack. The apartment building itself was evacuated.

This unmanned air vehicle was one of 232 drones and one ballistic missile that had been launched by Russia against neighboring Ukraine, authorities in Kyiv said, and it was only the latest nearly nightly attack against Ukraine’s power grid.

Russia has repeatedly attacked the Ukrainian port of Reni on the Danube, which is located near Galati, amid its war with Ukraine. According to Romanian authorities, there was also a previous incident in which a Russian drone crashed in Galati a month ago. On this occasion, the drone hit the outbuilding of a residential home, but no one was injured.

A Serious Escalation by Russia in the Ukraine War

The Romanian Foreign Ministry has since denounced the actions of Russia’s military – causing the crash of a Shahed-type UAV into a high-rise residential building in Galați – as a “serious escalation” by Moscow.

The official statement of the Romanian Foreign Ministry posted on their social media platforms reads, “This incident represents a serious and irresponsible escalation by the Russian Federation. Romania will take the necessary diplomatic measures in response to this critical violation of international law and its airspace.”

The foreign ministry also noted the details of the incident: that the drone had been part of a group of unmanned vehicles involved in attacks on infrastructure and other facilities in Ukraine. It also noted that the drone had caused damage to property in the Romanian city by starting the resulting fire on the roof of the residential building, and that there had been injuries that then required an evacuation of all the residents.

“Romania has informed allies and NATO’s secretary general about the circumstances and requested measures to ‌accelerate the transfer of anti-drone capabilities to Romania,” the ministry said. “NATO will continue to strengthen our defenses against all threats, including drones,” the alliance spokesperson Allison Hart wrote on X in response, adding that the alliance chief Mark Rutte was in touch with Romanian authorities regarding the incident.

“I affirmed that NATO stands ready to defend every inch of Allied territory,” Rutte said later. “We will continue to enhance our readiness to deter and defend against any threat, including from drones,” he said.

Rutte also added that “Russia’s reckless behavior is a danger to us all. They continue to target civilians and civilian infrastructure across Ukraine. And last night showed yet again that the implications of their illegal war of aggression don’t stop at the border.”

“Russia’s war needs to end, as does Russia’s disregard for civilian safety. For our part, we will continue to strengthen our deterrence and defense at home and continue our support for Ukraine as they defend against Russia’s aggression,” he continued.

Romania is a member of NATO and the European Union. This incident is the latest case of a NATO member country reporting airspace violations by Russian drones and jets in recent months. The Romanian Defense Ministry reported that drone debris has been found on Romanian territory 47 times since the beginning of Russia’s full-scale invasion of Ukraine in February 2022.

However, neither Romania nor any of the other states that have experienced these violations has invoked Article 5.

International Pressure

The Foreign Ministry added that Russia is an aggressor state conducting an illegal war, which has serious consequences for regional security. As such, the safety of civilians is at risk due to Moscow’s actions, and the Russian Federation will bear direct responsibility for these actions.

Romanian officials have also stated that they will act with maximum determination to increase international pressure on Russia. The objective of this kind of pressure, the ministry added, is to implement an immediate and comprehensive ceasefire in the war in Ukraine.

European Commission President Ursula von der Leyen said that with this incident, Russia ‌had “crossed yet another line. We ‌stand in full solidarity with Romania and its people,” she said on her X platform account. “As we continue strengthening our security and deterrence, ‌especially on our eastern border, we will keep increasing the pressure on Russia.”

The EU chief executive also added that the bloc of nations is currently assembling what will be its 21st package of sanctions to be imposed on Russia as economic pressure for its continuing war in Ukraine.
