Trump Just Confirmed His Ukraine Strategy: Weapons and More

During a meeting with NATO chief Mark Rutte on Monday, U.S. President Donald Trump announced the specifics of his new position on the war in Ukraine.

Following a suggestion that he would be willing to arm Ukraine with both offensive and defensive weapons over the weekend, Trump confirmed during the White House meeting that he will send “top-of-the-line” weapons to Ukraine as part of a new operation coordinated by NATO.

The weapons, Trump said, would be paid for by NATO members, and would not be a burden shouldered entirely by the United States.

“We’re going to make top-of-the-line weapons, and they’ll be sent to NATO,” Trump told reporters during the meeting.

Among the weapons on their way to Ukraine are American Patriot missiles, which will allow Ukraine to defend itself from the kind of missile and drone barrages that have become increasingly common in recent months.

“It’s a full complement with the batteries,” Trump said when asked about the Patriot systems.

“We’re going to have some come very soon, within days…a couple of the countries that have Patriots are going to swap over and will replace the Patriots with the ones they have,” the president continued.

Trump’s new approach to the war is markedly different than when he entered office in January, putting Moscow on the defensive and giving Ukraine new tools to continue striking deep into the heart of Russian territory.

The plans, however, go beyond weapons.

Trump Issues Sanctions Warning

The president also outlined a new tariff and sanction strategy designed to deter Russia from its continued aggression in Ukraine. Trump is largely leaning on legislative efforts already made by Republican Senator Lindsey Graham and dozens of bipartisan legislators, threatening to enforce secondary sanctions on countries that continue to do business with Russia.

Under Graham’s legislation, countries that do business with Russia would be slapped with tariffs as high as 500% if they do not also provide military or financial aid to Ukraine. On Monday, the president threatened a similar fate, promising secondary tariffs of 100% if Russia does not agree to a peace deal within the next 50 days.

“We’re going to be doing secondary tariffs. If we don’t have a deal in 50 days, it’s very simple, and they’ll be at 100%,” Trump said.

Secondary tariffs could potentially cripple Russia’s wartime economy, forcing countries to stop purchasing cheap Russian energy.

It’s an industry Moscow needs to protect; according to the Russia Fossil Tracker, Russia has sold an estimated €906 billion worth of fossil fuels, including oil, gas, coal, and liquefied natural gas (LNG) between February 2022 and July 2025.
