49-year-old Ukrainian refugee, Serhiy S., was recently sent to prison for planning to raze a Wrocław paint warehouse to the ground.
His story is emblematic of what Western intelligence officials now warn is Russia’s growing campaign of decentralized sabotage: acts of low-level terror designed not to destroy military targets, but to seed confusion, insecurity, and political doubt.
Telegram: a Tool for Sabotage
Recruited through an innocuous-seeming Telegram exchange after commenting on a pro-Russian video, Serhiy was offered thousands of dollars to torch a commercial building in Poland.
The order came from “Alexei,” a supposed Kyiv businessman who was later revealed to be a Russian GRU operative.
When Serhiy lost his nerve and tried to flee back to Germany, he was arrested and is now set to face eight years behind bars.
Alleged saboteurs like Serhiy are becoming more commonplace: committing arson, damaging property and even putting fake coffins at national landmarks.
One Polish shopping center has already been burned down.
In Vilnius, an Ikea was torched. Even the French capital wasn’t spared: mock coffins marked “French soldiers in Ukraine” were left beneath the Eiffel Tower.
All of these acts, investigators believe, were commissioned by Russian handlers. Recruits often fail to fully realize who they are working for.
Russia Attempts to Undermine Ukraine Effort
What is novel and chilling is the method.
Unlike the more surgical operations carried out by Moscow’s elite 29155 sabotage unit in past years, these new attacks are executed by so-called freelancers.
Recruited online and paid in cryptocurrency, they often blur the line between criminal, ideological sympathizer, and economic victim.
One Polish judge told press the strategy was designed “to lower our morale and question our support for Ukraine.”
According to The Guardian Serhiy’s public disdain for Kyiv, long-standing nostalgia for the Soviet era, and economic vulnerability made him an ideal mark.
But others ensnared in similar plots appear to have no ideological affinity with Moscow. Some are lured through gig economy channels, believing they’re performing petty vandalism or doing odd jobs for cash.
One young woman caught distributing anti-NATO posters in Poland admitted her boyfriend only did it to “earn money for us” and had no idea he was working for the Kremlin.
The scale and decentralization of the campaign make it nearly impossible to stamp out. Once exposed, operatives are discarded by Moscow without a trace. There are diplomatic interventions and no prisoner swaps. “These people are disposable and Moscow doesn’t care about them,” one European official told reporters.
The question troubling Western security services now is not just how far Russia will go, but whether democratic societies are ready to confront a shadow war in which the battlefield might be a shopping mall, the attacker a neighbour, and the weapon a smartphone.
