Trump Just Crossed a Red Line No One Ever Thought He Would: He Is Offering $5,000 Checks a Billions in Aid to Save the GOP

Trump is pairing new payouts with promises of more, from farm relief and health care refunds to proposed rebate checks that hinge on Republicans keeping Congress. But even some supporters doubt the checks will materialize, most voters oppose them in one poll, and Democrats lead by double digits nationally.

President Donald Trump is offering American voters and industries billions of dollars in direct financial assistance, which some see as a last-minute effort to save the Republican Party from total defeat in the November 3 midterm elections.

The president has promised all manner of payouts, ranging from $5,000 checks to American adults if Republicans maintain control of Congress, to billions of dollars in assistance for farmers.

The offers come as the president’s approval ratings slide to historic lows, and as voters express frustration with the economic impact of the war with Iran and rising living costs.

A new report by The Wall Street Journal, published on October 20, describes how President Trump is combining promises of future financial assistance with payments already being distributed to millions of Americans.

The Trump administration is also reportedly considering other executive actions to address high housing costs before Election Day.

The news comes as a new Reuters/Ipsos poll shows Democrats leading Republicans nationally by 12 percentage points among registered voters, suggesting the Republican Party will suffer substantial losses in Congress next month.

The $5,000 Checks

The largest direct financial promise to Americans is a $5,000 direct payment to every adult American citizen.

The plan is not new; the president announced it at the Republican Party’s midterm convention in September, hoping it would rally the Republican base.

The proposal, which could cost over $1 trillion if it passes, would require Republicans to maintain their congressional majorities to pass the legislation needed to make the payments.

But doubts remain that the program could even be implemented with that majority.

On October 20, the Associated Press reported that even some of Trump’s supporters are skeptical of the promise, pointing to several earlier commitments to distribute tariff revenues that never materialized.

There was also talk, early in the second Trump term, of direct payments to Americans paid for by reductions in spending implemented by the Department of Government Efficiency.

The White House says that the payments would be financed with trade agreements and foreign investment, along with its own federal assets, but lawmakers from both parties are questioning the affordability of the proposal, with a Wall Street Journal poll finding that 64% of respondents opposed the idea entirely.

Trump Offers Farmers $8 Billion

On Monday, October 19, President Trump announced an $8 billion assistance package for American farmers facing rising diesel and fertilizer prices.

He committed during a campaign rally speech in Kansas.

The program, named Harvest Fuel Relief, aims to support agricultural businesses amid the global diesel price hike caused by the Iran war and its impact on Middle Eastern refineries.

It follows a $12 billion package for farmers struggling with rising operating costs.

President Trump has also promised to support the year-round sale of E15 gasoline, which contains 15% ethanol, but said that the commitment would be delivered only if Republican Senator Roger Marshall wins in Kansas.

It suggests the White House is not only acutely aware of the problems facing American farmers, but also of the threat of Democrats becoming increasingly competitive in traditionally conservative agricultural states.

Millions of Americans Have Already Received Payouts

Some voters have already received financial incentives, with the Trump administration beginning to distribute $500 Affordable Care Act refunds on October 1 to almost one million Americans across 30 states.

Reuters reported that roughly 71% of the payments, totaling $339 million, went to 13 states with some of the most important and competitive races.

Recipients also received letters that promoted President Trump’s ongoing efforts to lower health care costs.

Separately, the Trump administration announced $90 payments for more than 20 million eligible Medicare beneficiaries, with distributions beginning in October.

On Tuesday, October 20, Trump introduced another financial incentive, this time offering rewards of $10,000 to $30,000 for information that leads to federal fraud charges.

The offer is part of a new Justice Department program that initially received $25 million to help identify fraud.

And, during a North Carolina rally, Trump promised to accelerate compensation claims for those affected by the contaminated drinking water scandal at Camp Lejeune, the U.S. Marine Corps military training facility in Jacksonville, North Carolina.

However, that offer also depends on Republicans maintaining control of Congress.

What Is Trump Thinking?

The president’s latest string of promises could reflect a White House recognition that Republicans are running out of options as the midterms approach.

With just two weeks remaining and polls predicting a potentially devastating defeat for Republicans, Trump has little time to reverse the economic problems driving voters away from his party, and promising voters cash may be one of his few remaining options.
