Putin’s Evil Plan to Try and Win the War in Ukraine Is Ruthless: Russia Has Declared War on the Innocent

Russia has kept up its drone and missile strikes across Ukraine, hitting a residential building in Kyiv and two dozen settlements in Sumy, Ukrainian authorities say. Russia denies targeting civilians, and both sides say they will join U.S.-mediated talks in the UAE in November, with a pause in Kherson set for Tuesday.

Russia’s Latest Salvo Against Ukraine Kills 4, Injures Dozens – The latest round of attacks and drone strikes by Russia against Ukraine has left four people dead and more than 70 people injured across the country, according to reports from local authorities.

The latest attack saw a drone strike a residential building in the district of Obolon in the country’s capital of Kyiv, which caused a fire and injured two people.

Just the day before, 25 people were injured, and at least one casualty was reported in the city of Chernihiv.

According to authorities, Russia employed drones and a low-cost cruise missile known as a Banderol, targeting two private businesses that were not named.

Two other people were killed in separate attacks on Kramatorsk and Sloviansk, both front-line towns located in Donetsk Oblast. At least ten people, including three children, were injured in the attacks.

A Ruthless Plan by Putin: Residential Areas Make Up the Bulk of Russian Targets

As its efforts to conquer Ukraine continue to be foiled and the war draws nearer to a five-year mark, Russian forces have been targeting residential areas and non-military structures more frequently.

As a result, injuries and fatalities among civilians have also seen a sharp rise.

Within the same period, Soviet-commanded forces attacked Dnipropetrovsk Oblast, Zhytomyr Oblast, Kharkiv Oblast, Kherson Oblast, Odesa Oblast, and Sumy Oblast.

In Dnipropetrovsk, authorities reported one fatality and eleven injuries. Zhytomyr Oblast and Kharkiv Oblast were spared deaths but saw 16 people injured, including several children.

The attack on Kherson Oblast also targeted residential buildings, leading to six reported injuries.

Three were injured in the attack against Odesa Oblast, which was directed at structures used for recreation and business. Sumy Oblast bore the brunt of Russia’s latest offensive, with authorities claiming that Russia launched as many as 40 attacks on 25 settlements. After the air alert was finally turned off after 18 hours, five people were reported injured.

Drones Proving More Effective at Getting Through to Targets

According to the United Nations, the rise in civilian casualties and injuries is due to the increased use of military attack drones, which have an easier time slipping through defenses and maximizing damage to targets, especially in areas where the population is denser.

Statistics compiled by the UN show that 1,396 Ukrainian civilians were killed within the first six months of the year, while 7,978 were injured – a 37% increase from last year’s numbers and a whopping 114% jump from casualties and injuries recorded in 2024.

The UN added that the use of both short-range and long-range drones, along with an assortment of missile systems, has proven deadly to civilian targets.

Russia Denies Targeting Innocents Despite the Evidence

Despite the rise in civilian casualties, Russia has continued to deny that it is targeting civilians, reasoning that the attacks are aimed at facilities and assets it claims Ukraine is using in the war effort.

Ukraine claims that Russia is taking out its frustration on civilians due to the continued failure of its invasion.

Serhiy Khoretskyi, Ukraine’s prime minister, said that “Russia is not achieving any significant results on the front lines. Therefore, it is directing all its aggression and hatred towards terrorizing civilian infrastructure: electricity, heating, and now, water. The goal is clear – to exhaust the people.”

Winter, Upcoming Talks, Could Provide a Reprieve

The advent of winter, along with a planned ceasefire agreement, could give both sides a reprieve from hostilities – and the accompanying casualties.

Both Kyiv and Moscow confirmed they will participate in talks scheduled for November, with the United States serving as mediator. No definite date has been announced, but Ukrainian President Volodymyr Zelenskyy said talks will happen sometime “in the first half of November.”

The United Arab Emirates will host the negotiations, which aim to end the conflict. The US also attempted to broker peace talks earlier in the year, but negotiations did not go anywhere, and the US also became more focused on its war with Iran.

Both Sides Are Coordinating on Timing to Stop Attacks

Ukrainian officials said that October 27 will mark the stoppage of offensive action in Oleshky, in the Kherson region. Kherson has borne much of the war’s weight, and reports indicate that Ukrainian and Russian officials are coordinating the ceasefire timing.

The cessation of hostilities also aims to allow civilian organizations to launch humanitarian missions to provide relief to war-torn communities.
