Zelenskyy’s Big Ask: $1 Billion a Month to Fund the War With U.S. Weapons

-The request is linked to a broader push to expand Ukraine’s own booming domestic drone production, aiming to create sustained military pressure on Russia and force an end to the war.

Ukraine Has a New War Plan for Russia: $1,000,000,000 in Arms Per Month 

With U.S. military assistance to Ukraine in a state of flux as Washington awaits Moscow’s response to the latest round of negotiations, Europe is moving to fill the gap.

A NATO-backed funding mechanism looks set to secure weapons procurement for Ukraine, channeling European money directly into the purchase of American-made weapons for Kyiv.

At the heart of Ukraine’s efforts to bolster its military and arm its defensive forces is the Prioritized Ukraine Requirements List (PURL), a program that moves the burden of financing weapons procurement from Washington to multiple European governments that have already signed off on the proposal.

How PURL Works

PURL was launched in August 2025 as a joint initiative between NATO, the U.S., and Ukraine to streamline the delivery of U.S.-made weaponry to Kyiv.

Under the system, Ukraine submits prioritized weapon and munition requirements, organized in roughly $500 million packages.

Those lists are then validated by NATO’s Supreme Allied Commander Europe (SACEUR).

European NATO members coordinate contributions, either by directly financing U.S. arms purchases or donating their own U.S.-sourced equipment. Finds are routed through a U.S.-held account, or escrow, to expedite delivery of the systems.

In a statement published by the Ministry of Defence of Ukraine on August 4, the mechanism was  described as an effort to “strengthen Ukraine’s positions and create the conditions for achieving a just and lasting peace.”

“This initiative is being implemented within the framework of agreements between the President of Ukraine Volodymyr Zelenskyy, the President of the United States Donald Trump and NATO Secretary General Mark Rutte. Through this new mechanism, Allied and partner nations can fund the delivery of U.S. weapons and technologies via voluntary contributions,” the statement reads. 

The Netherlands funded the first tranche in the form of a €500 million package for Patriot missile system components.

On August 13, Germany announced its own $500 million package of military equipment and munitions for Ukraine sourced from the U.S. On September 2, Luxembourg also joined the initiative, announcing its own package of the same size.

What Ukraine Expects

During a joint press conference in Kyiv on August 25, 2025 with Norwegian Prime Minister Jonas Gahr Støre, President Volodymyr Zelenskyy said that he is aiming to secure a minimum of $1 billion in monthly purchases of U.S.-made weapons through the program.

“Norway has joined the PURL program, which makes it possible to buy weapons in the United States and to fund this program with at least $1 billion per month,” Zelenskyy said, adding that he had already discussed the plans with Norwegian leadership.

To date, PURL has generated $2 billion in pledged weapons for Ukraine’s defense efforts.
